That is a great question.

My answer is yes. And here is the reason why.

Can an intelligent be the product of a unintelligent environment?

I would say no because if that was the case, we would see intelligent beings in our solar system or the Milky way.

Everything in Nature, including us, are the fruits of our environment.

So if we are smart, sentient and sensitive, so is everything in Nature.
